As we begin another year, Township staff are already developing plans to deliver the projects included in our 2023 Budget. Chris Bashore, Township Manager, wrote an excellent preface document to the detailed 2023 financial budget that the Board approved on December 20th. I highly recommend taking 10 minutes to read his letter, as it will give you deep insight to the fiscal landscape for the Township, and it highlights key information in the various operating budgets. Headlining the major Township initiatives and projects for 2023:
Continue investment in improvements to stormwater management infrastructure, including: Bolmar Street Culvert Replacement Project; Andrew Drive storm pipe replacement/lining project; completion of the Glen Avenue/Sylvan Road storm pipe replacement project; and finish the full feasibility report by Carroll Engineering for improved stormwater management in our neighborhoods that currently lack adequate stormwater systems.
Complete the Assessment Report by HRG Engineering Services on deteriorated Corrugated Metal Pipe stormwater systems throughout the Township, followed by a determination of priority repair projects.
Design work on both a stream restoration and stormwater basin retrofit project outlined in the Township’s Pollution Reduction Plan (PRP).
Prepare the scope of work for EV Fast Charging at the Township Municipal Complex, and then invest in the project to enable the medium-term strategy of electrification of the vehicle fleet for the Police and Administration departments.
Continue efforts to secure grant funding from Chester County and PA State programs for improvements to West Goshen Community Park, and finalize the design if funding is obtained (2024 project construction).
Progress efforts with the Fire & EMS Coalition Team to formalize funding agreements with all three service companies. Seek increased cooperation between the organizations in order to more efficiently deliver emergency services to West Goshen Township and other municipalities.
Oversee the on-going development at Woodlands at Greystone and prepare for the future dedication and maintenance of the new park for the Township.
Township staff are working on many other smaller initiatives as well, such as enabling on-line registration and payment for the Parks & Recreation offerings. We’ll be sure to keep you informed of progress on when that capability is ready for roll-out. Of course, the Board welcomes input on any of our projects, or other Township questions/concerns you may have, either via email or through in-person participation at our public meetings.
At the time of this writing, we have yet to experience a snow storm in the 2022/2023 winter season. However, sooner or later we can expect some significant snow events, and I know our Streets crew in the Public Works Department will be more than ready to manage keeping the Township roadways clear and as safe as possible for travel. After all, they have a reputation for excellence to maintain!
